Anyone who is at least 15 years and six months of age may apply to the Department of Motor Vehicles (DMV) for a learner's permit. You will be required to take a knowledge and vision test. A learner's permit is required if you are learning to drive on public roads.

Hold a learner's permit for at least nine months before you can receive a driver's license, and. Study the Virginia Driver's Manual or El Manual de Conductor de Virginia and practice taking a sample test. If you do not study for your test, you may not pass the actual knowledge exam.
